Police say the person left the scene and officers found them under the influence and in possession of drugs a short time later. They were arrested for operating a motor vehicle while intoxicated by drugs, possession of T-H-C, methamphetamine, and drug paraphernalia. They were also cited for the hit and run, swerving over the center line and driving on the sidewalk.
