NFL Commissioner Roger Goodell said he expects teams to return to full capacity. Goodell said The NFL had just one-point-two-million fans last season, and some teams didn’t have any fans in the stands. The Packers, which only allowed a few fans for a few games last year, have not said anything about their plans for the upcoming season.
