Some school districts in Wisconsin are struggling due to a substitute teacher shortage.
Vickie Adkins with the Wisconsin Association of School Personnel Administrators says the COVID-19 emergency is the primary cause for a shortage this academic year. Adkins says the substitute shortage combines with more full time teachers being out of service because of COVID-19 related circumstances.
