Republican lawmakers have scuttled three emergency rules from the state’s Elections Commission, including one that deals with the rules for absentee voting. The legislature’s rules committee on Monday voted down the rules, saying there’s no emergency and no need for the Elections Commission to work around the legislature. Attorney General Josh Kaul says a Kerry Incorporated liquid smoke plant was not properly observing its air emissions and didn’t operate its air pollution control equipment as its permit required. Prosecutors say Ryan Charpentier pleaded guilty to being party to armed robbery in exchange to having four other charges dropped.
