Mail delivery service is still suspended in parts of Wisconsin because of frigid temperatures.  The U.S. Postal Service is continuing its suspension of service out of concern for the safety of its employees.  The areas affected include most of northern, central, and northeast Wisconsin, along with the Madison and Milwaukee areas. 

Warming shelters are open across the state to provide a place to stay for those with nowhere else to go.  Some are open only during the day, with workers making referrals to overnight shelters.  Bitterly cold temperatures are making it dangerous for those outside for an extended period of time, especially the homeless.  At current wind chills, frostbite will set in on exposed skin within five minutes, with hypothermia quickly following.
