“Fee” Versus “Tax” Up for Debate

There is a plan at the Wisconsin Capitol to cut-down on cities that are turning to a special fee as a way to raise money.

State Rep. Mark Born, who helps write the state budget, wants to require any city that passes a transportation utility fee to reduce property taxes on a dollar-for-dollar basis. Born says transportation utility fees are little more than a tax increase by another name. Wisconsin law limits how cities can raise local taxes. Born says the transportation utility fees have become a popular way to work around those limits.
