A La Crosse man who police say admitted to being ‘mentally weird’ is out of jail after being arrested for spying on his female neighbor.
Police say 30-year-old Robert Kautzman drilled holes into the wall of his apartment to spy on his neighbor. She told police he broke into her house and stole her underwear. Prosecutors have charged Kautzman with felony burglary and misdemeanor peeping and invasion of privacy charges. He was released from jail on a signature bond.
