We now have more details about a recent Officer involved shooting, below is the latest press release from the Eau Claire Sheriffs Office:
ORIGINAL INCIDENT:
On Sunday, November 22, 2020, at approximately 3:53 p.m., the Eau Claire Communications Center received a 911 call regarding a domestic disturbance in the 2500 block of Corona Avenue in the Town
of Washington.
It was reported that there was an active disturbance at the residence.
The Eau Claire County Sheriff’s Office, Eau Claire Police Department and Wisconsin State Patrol responded to the scene. While on scene Law Enforcement encountered an armed, uncooperative individual. Peaceful attempts of resolution were made including less lethal options were utilized and were ineffective. The individual was subsequently shot and ultimately pronounced dead at the scene.
The St. Croix County Sheriff’s Department is leading the investigation with the assistance of the State of Wisconsin Division of Criminal Investigation. A thorough investigation will be completed by experienced and independent investigators from these agencies. The investigation review will include examination of Law Enforcement staff and witness statements, squad car video, forensic evidence, and other information related to what led up to this incident. At the conclusion of the investigation, a full disclosure will be
provided by District Attorney Gary King.
Per department policy and best practice, the involved Law Enforcement staff are on administrative leave/assignment pending review of the investigation. The Sheriff and Administrative Staff have confidence
in the decision-making actions and professionalism of the Law Enforcement staff involved. We further believe the independent review will yield the same results. The names of the Law Enforcement staff, and
decedent involved will be released after their interviews are completed by the outside agency investigators.
UPDATE 12/02/20:
The preliminary investigation by the St. Croix County Sheriff’s Office has revealed the Eau Claire County Sheriff’s Office was called to a residence located in the 2500 block of Corona Avenue for a disturbance. Initially deputies attempted to handle the call for service over the phone per COVID-19 protocols.
A second phone call indicated things were becoming more heated so deputies responded to the scene to make contact in person. The male resident became aggressive and uncooperative with his family and deputies, including arming himself with knives, injuring himself, and damaging property. An ambulance was called to stage in the area due to the observed injuries. A request was made for additional Law Enforcement
personnel at the scene. Members of the Eau Claire Police Department and the Wisconsin State Patrol responded to assist.
Personnel on scene evacuated an adult female and 3 children out of windows in the residence to bring them to safety. Law Enforcement attempted de-escalation techniques to calm the disorderly male. However, the subject exited the residence armed with knives and quickly advanced on Law Enforcement ignoring commands. Fearing for the safety of themselves, other officers and the general public, Law Enforcement
personnel fired less lethal and lethal weapons to stop the threat. The male was pronounced dead at the scene.
The deceased male has been identified as 37 year old Randy S. LaCoursiere.
The Law Enforcement Personnel identified as discharging their firearms are: Eau Claire County Sheriff’s Office Deputy Brandon Ring who has 6 years of service with the Sheriff’s Office.
Wisconsin State Patrol Trooper Ryan Roth who has 4 years of service with the Wisconsin State Patrol.
