Sex Offender Set to be Released

Chippewa Falls Police Department Chief Ryan Douglas announces the relocation of Richard S. Hulburt on Saturday, May 2nd, 2026 through the WI Department of Corrections.

Hulburt is a convicted sex offender who committed his offense(s) in Chippewa County.  A decision to notify the Chippewa Falls Community of Mr. Hulburt’s release has been made by members of a Core Team that review Special Sex Offender Bulletin Notifications forwarded by the WI Department of Corrections.

Hulburt remains under direct supervision of local Probation Agents. Hulburt is also required to follow specific rules and conditions established by the WI Department of Corrections (DOC) and Courts.

These include: no unsupervised contact with minors, no contact with victims, not to consume drugs, comply with sex offender rules, cooperation with electronic GPS monitoring, face-to-face contact with Law Enforcement and lifetime registration with the Wisconsin Sex Offender Registration Program. 

Mr. Hulburt is not wanted by Law Enforcement at this time.

DOC paperwork indicates Mr. Hulburt will be homeless in Chippewa Falls at the time of his release.
