The man who was taken into custody earlier this week appeared in court today.
On Monday, May 20th, 2024 at 5:30pm, the Eau Claire Police Department received a report of a man who appeared to coerce a younger looking person into a portable toilet, near the area of the Forest Street Community Garden. Officers approached and found the door to the toilet locked. They knocked and announced to the occupant(s) inside. A man, identified as Ray C. Jackson (DOB: 02/06/1988), homeless, exited the toilet. He attempted to obscure officers’ view inside; however, they were able to see another person through the doorway. It was obvious this person was a juvenile.
Officers immediately detained Jackson and today, Thursday May 23rd, a criminal complaint has been filed against Jackson. He has been charged with violations of Wisconsin Statutes:
2nd Degree Sexual Assault of a Child Under 16 years of Age 948.02(2)
Child Enticement 948.07(1)
Kidnapping 940.31(1)
