In a couple of categories, Wisconsin is near the top of the list. Gary Emerling, Senior Editor for Government Rankings, says Wisconsin ranked number five for opportunity. He says this includes affordability, equality, and economic opportunity. The state is also sixth in education, with a strong high school graduation rate and reading and math scores. The top states, in order, are Utah, New Hampshire, Nebraska, and Minnesota. Louisiana was at the bottom of the list.
