Traffic Violation Leads to 6th OWI

On August 12, 2023, at approximately 5:50pm, a Lake Hallie Police Officer was on patrol on northbound Highway 124 near North Joles Parkway in the Village of Lake Hallie when he observed a tan colored SUV traveling southbound on Hwy 124 for a speeding violation. As the vehicle was stopping, it entered the WalMart parking lot and crossed into oncoming traffic before moving back to the correct side of the roadway, striking the curb and eventually parking.

The officer spoke with the driver, identified as Jennifer Sippy (age 53) of Bloomer, detected the odor of intoxicants coming from the driver’s breath, and her speech was slow and lethargic. It was revealed that Sippy had an alcohol restriction of no greater than 0.02 and an Ignition Interlock requirement (IID). Sippy voluntarily submitted to field sobriety testing and submitted to a preliminary breath test which yielded a result of .17. As a result, Sippy was arrested for Operating a Motor Vehicle While Intoxicated -6th Offense, Operating while criminally revoked, failure to install IID, speeding and probation violation. Sippy was transported to the hospital for a legal blood draw.

Afterwards, she was taken to the Chippewa County Jail for processing. The results of the blood test will not be known for several weeks as it will be sent to the Wisconsin State Hygiene Laboratory.
