Traffic Violation Leads to 7th OWI

Failure to stop leads to a 7th OWI for a Wisconsin man.

42 year old Palmer Randall Hall, from Green Bay has been arrested by the Wisconsin State Patrol Eau Claire Post for operating a motor vehicle under the influence, 7th offense.

A Trooper with the Wisconsin State Patrol observed a vehicle fail to stop at a red light while traveling east bound at a high rate of speed on Highway 54 in Black River Falls. Upon contact with the suspect vehicle Troopers observed signs of impairment with the driver, identified as Palmer Hall. Mr. Hall advised Troopers he had smoked marijuana four hours prior to the traffic stop. A routine driver’s license check showed six prior OWI arrest and multiple warrants for the subject’s arrest.

Standardized Field Sobriety Tests were conducted, and the driver was subsequently arrested for OWI 7th Offense. A probable cause search of the vehicle was conducted, and marijuana paraphernalia was seized. Troopers transported Mr. Hall to Black River Memorial Hospital for an evidentiary test of his blood, and then to the Jackson County Jail without incident. The WSP was assisted by Jackson County Sheriff’s Office.
