Traffic Stop After Pursuit Leads to Drugs and Arrest

On March 13, 2022, at approximately 11:23pm, a Lake Hallie Police Officer, was notified that Chippewa Falls Police Department (CFPD) was in an active pursuit of a green Honda Civic heading into the Village of Lake Hallie.

A Lake Hallie Officer responded to assist and learned that CFPD had terminated the pursuit on CTY OO at 30th Ave. The Lake Hallie Officer observed the vehicle traveling eastbound on CTY OO from S Joles Pkwy at a high rate of speed and proceed through a red stop light at the intersection of CTY OO and HWY 124. The officer attempted to stop the Honda Civic with his emergency lights and sirens, but the vehicle failed to stop and increased its’ speed. The vehicle traveled south on HWY 53 into Eau Claire County onto River Prairie Drive onto Birch St then onto northbound Business 53. The vehicle exited eastbound onto 27th Ave and quickly made a U-turn to continue north on Business 53. Lake Hallie Officers and a Chippewa County Sheriff’s Deputy were able to get the vehicle stopped at Business 53 and 27th Avenue.

The driver, identified as Daniel Zelms (36 years old from Lake Hallie), was ordered out of the vehicle on multiple occasions but failed to comply with the commands. Zelms was physically removed from the vehicle and then placed onto the ground where he was handcuffed then immediately brought to his feet. Officers learned that Zelms had an active Department of Corrections warrant for a parole violation and was on active probation for multiple felony drug offenses.

A vehicle search revealed a suspected methamphetamine glass smoking device, a small zip lock bag that contained suspected methamphetamine (2.1 grams), a blue bag that was inside of a black bag in the rear passenger seat area containing five-quart zip lock bags of suspected marijuana totaling 573 grams.
