Bolton Refuge House is planning to construct an apartment complex to better serve its mission.
The organization wants to build a two-story, six-unit complex connected to the current location on South Farwell Street. Bolton Refuge currently has an 18-room emergency shelter which operates at capacity the majority of the time.
