An Eau Claire mom is under arrest, accused of locking a child in a room with deplorable conditions.
Police say 24-year-old Tiffany Endle faces two counts of physical abuse of a child, two counts of intentional child neglect, and disorderly conduct. The two young children living in the home were given medical attention.
