Judge Jacob Frost is the same judge who struck down most of Act-10 earlier this month. He says he’s ordering the pause to give lawmakers and others a chance to challenge his ruling. Frost said Act-10 cannot stand because it separates public employees into two categories, and applies Act-10’s collective bargaining limitations to just one group.
