A Boyceville man is avoiding jail time after pleading no contest to trying to meet a 15-year-old girl for sex.  A criminal complaint claims an undercover officer set up the encounter on Craigslist and Brandon Bien responded to it.  He was arrested at the meeting place with lingerie and condoms.  Bien pleaded no contest to one count of child enticement yesterday and was sentenced to four years of probation and either 30 days of jail or 240 hours of community

CHIPPEWA CASHES IN ON LOAN

Chippewa Falls will be borrowing nearly two-point-four-billion-dollars this next fiscal year.  Reports say the city unanimously approved the borrowing package Tuesday night that also included 715-thousand dollars in promissory notes.  A financial advisor says the two-point-seven-three percent interest rate on the loan is a great rate.  The city will pay it off at 165-thousand dollars-per-year.

La Crosse is among the fastest shrinking cities in Wisconsin.  According to recent U.S. Census Bureau data, La Crosse lost 184 people between 2017 and 2018, making it one of the top ten fastest shrinking cities.  Milwaukee shrank the most with nearly 19-hundred people leaving the city.  Sun Prairie gained the most residents at over 25-hundred.

CHANGES TO WI BEAR HUNTING RULES BARKING UP WRONG TREE?

The state of Wisconsin is making the first changes to its bear hunting rules in almost 40 years.  he Department of Natural Resources this week voted to create two new bear hunting zones, bringing the total to six.  A DNR panel also voted to allow hunting with dogs in the newly created central Wisconsin zone.  Opponents of the plan say it’s a stain on the state that Wisconsin allows people to use dogs to hunt bears.

H2O-NO…LEADERS ASKING PEOPLE TO STAY OFF RIVERS

Eau Claire County leaders are asking people to stay off the rivers this weekend.  The county’s emergency management department yesterday said while the Eau Claire and Chippewa rivers are no longer flooded, they are still very fast and very cold.  County Emergency Management Coordinator Tyler Esh said there is a danger of hypothermia.  He says if you do go out on the river, please be safe.

HOMICIDE CHARGES FILED IN 2017 CRASH

Prosecutors in Chippewa Falls are pushing ahead with charges nearly two years after a deadly crash.  The district attorney’s office yesterday filed homicide charges against Miranda Jo Miller for the July 2017 crash that killed 46-year-old Jeremy Goodwin.  Police say Miller ran a stop sign near the town of Colburn and smashed into Goodwin’s truck.  Miller, who as 18 at the time of the wreck, could spend ten years in prison if convicted.

FORMER FIRE CHIEF PLEADS NOT GUILTY

A former La Crosse fire chief is heading to trial on charges that he was looking at child pornography.  Francis Devine was in court yesterday.  He pleaded not guilty to the charges against him.  Prosecutors say Devine admitted that he was curious about child pornography.  Devine was suspended by the city of La Crosse after his arrest, he plans to retire from the city at the end of next month.

WI ROADS HIT BUMP

The folks who want to build new roads say the rural roads in Wisconsin are among the worst in the nation.  The TRIP group, which is a national transportation research nonprofit, yesterday released a report that says 19-percent of roads in the state are in poor condition.  Another 21-percent are in mediocre condition.  The TRIP group is one of many who say Wisconsin needs to find more money to improve its roads and bridges.

BEER DELIVERY LEGISLATION ON TAP

Folks in Wisconsin could soon get beer delivered just like a pizza.  State Rep. Gary Tauchen is looking for supporters for his plan to allow for home alcohol delivery.  Tauchen’s idea would require that someone over 21-years-old sign for the booze.  The delivery driver would also have to be 21.  Tauchen’s plan has yet to be called for a vote.
