It’s being seen as the first step toward a lawsuit against the city of Kenosha. The city council on Monday unanimously voted against a 50-thousand-dollar settlement with Jacob Blake. Blake wants the city to pay him after a Kenosha officer shot him in the back during his now infamous arrest last summer.
