Fishing tour guides on the upper Mississippi River will need a federal license in the new year.
The Upper Mississippi River National Wildlife and Fish Refuge says the new requirement is aimed at helping to maintain a healthy river and healthy fish populations. Guides did not need a license in 2019 as the refuge transitioned to the new rules. The Upper Mississippi Refuge stretches from Minnesota down to Le Claire, Iowa.
