The following is an announcement from The Eau Claire County Department of Human Service’s about the new High Acuity Foster Home initiative. This program aims to bring youth with complex needs back to Eau Claire County by placing them with highly trained foster parents using the Trust-Based Relational Intervention (TBRI) model:

The Eau Claire County Department of Human Services (ECCDHS) is taking an innovative and compassionate approach to supporting children from hard places by launching High Acuity Foster Homes. These homes would serve as specialized placements designed to bring children back to their community from out-of-state residential facilities or distant group homes.
The High Acuity Foster Home Initiative will provide a home environment with specialized, highly trained foster parents who are equipped to meet the complex needs of youth ages experiencing significant behavioral and emotional challenges. These caregivers will receive Trust-Based Relational Intervention (TBRI) training, an evidence-based model focused on building connection, trust, and healing for children who have experienced trauma.
“Children heal best when they are surrounded by community and connection,” said Angela Weideman, Director or ECCDHS. “This initiative allows us to bring youth back home, where they can rebuild relationships, attend local schools, and receive support from the people who care most about them.” To recognize the intensive level of care and 24/7 supervision these homes provide, Eau Claire County will offer a monthly stipend in addition to the standard state foster care rate.
Beyond the social and emotional benefits, the initiative is also fiscally responsible. Each high acuity placement could save the county between $4,000 and $25,000 per month per child compared to the cost of out-of-state residential care.
“This model not only meets the immediate needs of children with complex challenges but also invests in long-term community healing and fiscal sustainability,” said Nicholas Stabenow-Schneider, Social Work Manager for the alternate care team.
