Wisconsin’s Most Wanted fugitive, Armando Barragan, is in custody after being arrested in Mexico.
Barragan has been on the run since 2005 following federal racketeering charges. U.S. Marshals tracked him down with assistance from the Mexican authorities and the Monterrey Consulate. The former Latin Kings leader is accused of ordering the killing of an innocent bystander at a gas station as a teenager.
