Eau Claire County is reminding residents to be aware of Elder Abuse and that includes local efforts to ensure safety in our vulnerable populations.

World Elder Abuse Awareness Day (WEAAD) is recognized each year on June 15th. It was launched in 2006 by the World Health Organization (WHO) and the International Network for the Prevention of Elder Abuse to raise awareness of the abuse, neglect, and exploitation experienced by millions of older adults around the globe.
Elder abuse affects individuals across all backgrounds, income levels, and care settings — including private homes, assisted living facilities, and nursing homes. Sadly, many suffer in silence, and too often, those responsible are not held accountable. WEAAD serves as a powerful reminder to recognize the signs, report concerns, and support policies and systems that protect our aging population.
To mark this year’s observance, ECCDHS has placed a powerful display of 610 purple flags outside its entrance. Each flag symbolizes one elder abuse case reported in Eau Claire County during 2024. The display serves not only as a call to action for the community, but also as a tribute to the individuals impacted by abuse, reminding us of the importance of vigilance, support, and prevention.
Elder Abuse: 10 Facts Everyone Should Know
- Approximately 1 in 6 adults over age 60 have experienced abuse in a community setting within the past year (WHO).
- Abuse happens in every setting — from private homes to long-term care facilities.
- Two out of three staff in institutional settings have admitted to committing abuse.
- Abusers are often people the older adult knows — caregivers, family members, or service providers.
- Common signs of abuse or neglect include bedsores, unexplained bruises, sudden weight loss, and poor hygiene.
- Older adults with cognitive decline or disabilities such as dementia face increased risk.
- During the COVID-19 pandemic, community-based elder abuse rose by as much as 84%.
- Emotional abuse — such as yelling, threats, and isolation — is the most frequently reported type.
- Financial exploitation includes scams, stolen benefits, forged checks, and unauthorized access to accounts.

One of the most concerning trends in Eau Claire County has been the rise in financial scams targeting seniors. These include romance fraud, impersonation schemes, and deceptive solicitations — often resulting in devastating financial and emotional consequences.
In Eau Claire County alone, there were 610 allegations of elder abuse reported in 2024 — an increase of more than 65% since 2020. This mirrors a troubling global trend of rising abuse rates among older adults. ECCDHS is projecting a significant increase in elder abuse cases in 2025, with a total estimate of 676 cases based on current trends.
