Threats Lead to Arrest for EC Man

On October 24, 2024, around 12:15 p.m., the Eau Claire Police Department responded to an incident unfolding outside an apartment complex in the 4600 block of Kappus Drive in the city of Eau Claire.

The Eau Claire Communications Center received a report that a man threatened someone with a knife and held it to their throat. The victim was able to flee and the suspect, identified as Mohamed Iman, 39 of Eau Claire, barricaded himself inside his residence. At that time, officers didn’t know if Iman was the only person in the residence.

Officers set up a perimeter, while School Resource Officers worked with nearby schools, Meadowview Elementary and South Middle School, to ensure student safety. The schools were put into a “secure.” A “secure” means classes would continue as normal, but students and staff must stay inside the locked buildings until the incident is resolved.

The victim told officers they arrived at the residence to pick up their significant other’s dog. Witnesses and the victim reported that Iman forced the victim into a vehicle while holding a knife to their throat, demanding they take him to their significant other. The victim was able to escape, and at that time, Iman went into his residence.

After officers set a perimeter, they attempted negotiations with the suspect. Iman surrendered peacefully just over two hours later. Another man exited the residence. Both were taken into custody without issue.

Officers cleared the residence and nothing of issue was found.

Iman was arrested for the violations of Wisconsin State Statutes:

– 940.31(1)(b) – Kidnapping
– 941.30(1) – 1st Degree Reckless Endangerment
– 947.01(1) – Disorderly Conduct
– 947.012(1)(a) – Unlawful Use of a Telephone
– 946.41(1) – Resisting and Obstructing Officer

Iman was transported to the Eau Claire County Jail. The other man was detained and later released.
