Johnny Pheng Chang, 26 years of age, from Eau Claire has been arrested by the Wisconsin State Patrol Eau Claire Post for operating a motor vehicle under the influence, 2nd offense, with four children in the vehicle under the age of 16.
On Saturday, July 27, 2024, at approximately 11:04 PM a Wisconsin State Patrol Trooper responded to a driving complaint in the city of Eau Claire and located the vehicle.
Upon approach, the Trooper observed signs of impairment, and a subsequent investigation, including standardized field sobriety tests, showed the driver, Johnny Pheng Chang from Eau Claire, WI, was operating the motor vehicle while under the influence of an intoxicant 2nd offense with minor passengers. Mr. Chang was arrested and transported to Eau Claire Mayo Hospital for an evidentiary test of his blood. The children were released to an adult family member.
