Almost all of the counties with the highest coronavirus activity in Wisconsin are small.
The state’s Department of Health Services says 17 counties in the state have critically high case activity. Many are in western Wisconsin or the Fox Valley. They all have over 10 percent positivity rates, but that could be a factor of low populations as much as anything else.
