A snow packed road is believed to have contributed to an accident involving a horse drawn buggy in Vernon County.
Police say a buggy was traveling along County Road D when it was hit from behind by a car. The driver of the car said the snow-covered roadway caused his breaks to lock up. The driver of the buggy suffered minor injuries, but refused treatment.
