The number of human trafficking cases in Wisconsin’s latest report isn’t the problem. It’s the number of police departments and sheriff’s offices that say they don’t know how to classify trafficking cases that has Wisconsin’s Department of Justice worried.
The department released a report yesterday that said authorities reported just 66 human trafficking cases in 2018. But many more said they need more training in how to investigate trafficking, and they would like some clarification on the difference between human trafficking and prostitution.
