The Eau Claire city budget is finalized, and several other ordinances are going into effect after a marathon council meeting. In addition to passing the city budget,the council put through a repeal of a ban that kept kids off the city council dais, lowered the penalty for first-time marijuana possession to one dollar,and allowed residents to keep up to five chickens in their backyard for eggs.
