Eau Claire police broke out the handcuffs after a series of break-ins.
Officers are investigating after an increase in burglaries this summer and they believe one man is connected to around 20 break-ins around the Randall Park neighborhood. Police say 21-year-old Jason Watson was arrested Friday for burglary. The investigation is ongoing.
