A medical marijuana program, combined with fewer penalties for having small amounts of pot, could be worth a billion-dollars for the state of Wisconsin. 

Researchers at UW Madison crunched the numbers and say the state could benefit from changing the rules about marijuana.  The largest benefit, the researchers say, would come from allowing people to buy marijuana as medicine.  That’d be worth a quarter billion-dollars a year on its own.  The team says you get the billion dollar benefit by calculating those sales over five years, and then subtracting the cost of prosecuting and jailing people over small amounts of marijuana.
